Nevada is currently the only state in which punters can legally wager on sports in the US, with PASPA blocking other states from offering regulated services. However, New Jersey is heading up an effort to overturn PASPA and should the Supreme Court rule in favour of the bid, this could open up the market to more states. Matt King, chief executive of daily fantasy sports (DFS) firm FanDuel, told Forbes that should New Jersey succeed in its effort, the company would look to launch its own sports betting service. Abrahamsson (pictured), who took office this week, has been working as a lawyer for the regulator, having previously spent time as a coordinator for Swedish energy watchdog Energimarknadsinspektionen. In her new role, Abrahamsson will lead a new council tasked with leading the organisation’s efforts to clamp down on match-fixing across all sports. The match-fixing council will feature representatives from the public prosecutor, the police and both the Ministry of Finance and Ministry of Social Affairs. Other individuals due to sit on the council include representatives for sporting bodies and trade organisations that represent licence-holders in Sweden. Patrik Gustavsson, operations manager for the regulator, said: “Katarina has extensive experience from previously coordinating issues between authorities and organisations, but also from working both nationally and internationally with regulation and coordination issues. “Through new regulations introduced in the Gaming Act, the Lotteriinspektionen hopes that police and prosecutors will now have better opportunities to claim manipulation of events with regard to game results.” Confirmation of the new role and council comes as Sweden prepares to launch its re-regulated market on January 1. A number of gaming operators have applied for licences in the country, but the regulator this month warned some may be delayed due to errors made by operators in application documents.Companies that obtain licences will have to adhere to a host of new rules and regulations, including responsible gambling requirements set out this week by the Lotteriinspektionen. These include licensed operators featuring certain logos on their platforms, with links through to relevant tools and resources. Such services will include a self-test where punters can see if they are playing too much, as well as the option to limit deposits and logon time, and exclude themselves from playing. Topics: Legal & compliance Lottery Social responsibility CSR Tags: Charitable Gaming Subscribe to the iGaming newsletter 29th April 2020 | By Daniel O’Boyle The British Gambling Commission has updated the regulations surrounding society lotteries, raising prize limits but also requiring a greater deal of transparency regarding spending of proceeds.The changes follow a consultation by the Commission, that ran from 19 December 2019 to 12 March.“This consultation has strengthened several important aspects of our licence conditions and codes of practice which apply to society lotteries,” Sarah Garnder, executive director at the Gambling Commission, said.In line with changes to the 2005 Gambling Act, announced in July 2019, the maximum amount of money that may be won as a single prize will be raised from £400,000 to £500,000, while the maximum total winnings pool will be raised from £4m to £5m. The maximum combined winnings for a year will be increased from £10m to £50m.The Commission said that some respondents to its consultation felt the change didn’t go far enough, while others felt the increased level of winnings could cannibalise National Lottery revenue.  It added that several respondents suggested a review of the lottery market to measure any impact if changes are implemented.The new limits will be applied on a pro-rata basis for the remainder of the calendar year.New requirements and guidance will be put in place to make it easier for consumers to understand how much revenue from these lotteries is returned to good causes and to which causes it is allocated.Before the purchase of tickets, operators must make available the percentage or amount of the proceeds spent on prizes, costs to promote and run the lottery, and good causes, as well as the total proceeds from all tickets sold.“Where the actual amounts for that type of lottery draw cannot be determined in advance, licensees should consider how best they can provide a reasonable estimate to consumers,” the Commission said. The regulator had previously suggested a more detailed breakdown of expenses before the consultation, but opted to reduce the level of detail required after operators said providing such detail would be unnecessarily costly and would require a level of scrutiny to which other types of operators are not held.In addition, operators will be required to make available to consumers a description of the way in which winners are determined and prizes allocated, the potential prizes available and the likelihood of winning a prize before the purchase of a ticket.Operators must also make available information on how the allocation of grants is determined, including examples of recipients.The Commission said all of this information could be included in marketing communications, advertisements, promotions, the lottery website, ticket documentation or the terms and conditions of the lottery.“It is critical that consumers have information available to them to help make fully informed decisions about whether to participate in lotteries,” Gardner said. “These changes will make sure that consumers haave ccess to that information, and the key areas which they and wider stakeholders told us were important to them.”The Gaming Commission licenses over 490 lotteries, which raised £332m for good causes in the year ending 31 March, 2019. One in five businesses considering bidding for one of Japan’s three integrated resort (IR) licences say they are “less interested” in the process because of the novel coronavirus (Covid-19) pandemic, while two thirds remain set on competing.A new survey conducted by the Japan Integrated Resort Association (JIRA), which launched in June, asked 132 parties interested in participating in the IR process, about the impact of Covid-19 on their future plans.Of these respondents, 89.4% said their work related the IR process had been impacted by the virus.However, the majority of respondents (66.7%) said there was no change in their interest in the scheme despite this disruption. Meanwhile, 21.3% said they were less interested than before, while 12.0% said they were more interested.Among possible problems created by the virus, the difficulty of international travel was the most commonly mentioned, with 61.4% of respondents saying it could be an issue.A further 59.0% raised concerns about the difficulty in forecasting demand, while 40.9% were worried about the cost of infectious disease control measures, and 39.4% flagged difficulties in developing such a resort while working remotely.Opinions differed greatly over how long these challenges would exist for, but 27.5% said the impact of the challenges would be permanent. This compared with 20.6% saying the impact would last for more than two years; 26.7% saying it would last for up to two years, and 16.8% for about a year.When asked what factors were most likely to determine the success or failure of IRs, 60.3% said it would be the future of the global economy. A further 56.5% said the existing legal and regulatory requirements would be a key determinant while 53.4% mentioned domestic demand.Among legal and regulatory priorities, most respondents said tax was the most important issue, with 60.5% mentioning it as a key priority. This compared to 58.1% who mentioned the licensing system and 28.7% who mentioned responsible gambling.In March 2019, the country passed regulations for the creation of IRs. However the scheme has been controversial, with an opposition legislator submitting a bill in January 2020 to abolish the scheme.It has also been subject to delays as a result of Covid-19, with the basic policy – setting out a regulatory framework for the selection process – that was due to have been adopted in the first half of 2020 still yet to be ratified. This in turns means the deadline for potential host cities to select a private sector partner for IR development looks increasingly likely to be pushed back, with Osaka and Wakayama already delaying the request for proposal process.Even before this, some potential bidders concluded that the regulations were too onerous to make the project viable. In May, Las Vegas Sands withdrew from the process, for this reason.
